First of all download this wonderful program:
http://www.speedguide.net/files/TCPOptimizer.exe
Then when u start the program go to Settings the Select Cable modem or DSL, whatever you have.
Go to MaxMTU and set it to 1500 this is optimal anything above this will not work as well.
That's about it!! Now, ENJOY the speed!!
